Advance voting is now open across Alberta — and what the 10-question referendum can, and cannot, decide on its own matters most

October 13, 2026 — Advance voting opened on Tuesday, October 13, for Alberta's provincial referendum, with Elections Alberta confirming that voting locations are now open across the province ahead of referendum day on Monday, October 19, 2026.

Editor's Highlight: This is not a single yes-or-no vote. Albertans receive 10 separate, colour-coded ballots on immigration, provincial programs, and constitutional change — plus a tenth question on whether Alberta should remain a province or begin the legal process toward a later, binding separation vote. That tenth result is itself non-binding.

How Advance Voting Works This Week

Elections Alberta says electors can vote at any advance location in their electoral division from October 13 to 17. That flexibility ends on referendum day.

On October 19, voters must use their assigned voting location, between 9 a.m. and 8 p.m. Voters cannot vote outside their electoral division.

At check-in, voters receive 10 colour-coded ballots, one per question. They may decline any ballot they do not wish to answer.

Newsroom Focus: Elections Alberta lists more than 50 accepted ways to prove identity and address, including government photo ID, or two pieces of ID with name and current address. A Where to Vote card cannot be used as ID.

Under the Election Act, employers must ensure employees have three consecutive non-work hours to vote, and extra time off for voting must be paid.

What the 10 Questions Actually Cover

The questions fall into three groups, based on the orders in council and official wording published by Elections Alberta.

Five non-constitutional questions cover provincial policy, including increased provincial control over immigration, and limits on eligibility for provincially funded programs such as health care and education based on immigration status. One also asks about requiring proof of citizenship to vote provincially.

Four constitutional questions ask whether Alberta should work with other willing provinces to pursue changes to the Constitution of Canada — changes requiring agreement well beyond Alberta.

The tenth question, added on May 21, 2026, is not yes-or-no. Voters choose between Alberta remaining a province, or the government commencing the legal process required to hold a later, binding referendum on separation.

Analysis Note: Choosing the second option on Question 10 would not separate Alberta. It directs the government to begin a process toward a further vote — it is not itself that binding vote.

Which Results Bind the Government — and Which Do Not

The answer differs by question group.

The five non-constitutional questions are described as not binding in the order in council that set them, O.C. 110/2026. The tenth question is also described as not binding.

The four constitutional questions sit under a different rule. Reporting on Alberta's referendum legislation says a constitutional result binds the provincial government that called it. It does not oblige the federal government, Parliament, or other provinces to agree to an amendment.

Newsroom Focus: Non-binding does not mean meaningless. Governments often act on such results, and totals will be public, question by question. It means only that the government is not legally compelled to act.

How and When Results Will Be Reported

Elections Alberta says unofficial results must be published within 48 hours of the confirmed close of all voting locations on October 19.

Results will be reported by voting type — Election Day, advance, mobile, and special ballots. Question 10 will be counted first, followed by Questions 1 to 9, according to Elections Alberta.

That order matters on referendum night. The most closely watched result should become clear first, while the full picture across all 10 questions may take longer.

Analysis Note: Polling cited in pre-vote coverage is a snapshot, not a prediction. Turnout — especially who uses advance voting — will shape the actual result.

Bottom Line

Advance voting is open from October 13 to 17, ahead of the October 19 vote on 10 questions. The headline question asks whether to remain in Canada or start a legal process toward a binding separation referendum — it does not itself decide separation. Voters should read all 10 questions on the Elections Alberta website, check their division and ID, and use advance voting if they cannot vote on Monday.
